UNICEF P2 Consultant for Education data analysis and documentat​ion (duration 6 months) needed

Eastern & Southern Africa Office

Justification

The UNICEF Eastern and Southern Africa Region Office (ESARO) Basic Education and Gender Equality (BEGE) Section provides support to 21 Country Offices in the region in terms of technical assistance, quality assurance, programme guidance and evidence based advocacy. Increased emphasis has recently been placed on enhancing our understandings of equity in the region, including the development of a Regional Education and Equity Strategy and studies on Out of School Children in the region.

Specific tasks

Under the supervision of the Regional Education Adviser the incumbent will:
§Support the finalisation of the UNICEF/UIS Out of School Children’s Initiative Reports, including the regional report and the Country reports for Mozambique, Ethiopia and Zambia; under the supervision of the Regional Education Adviser and in collaboration with UIS (Kenya Office and HQ) and the relevant UNICEF Country Offices and HQ.
§Support the dissemination of the recent IIEP secondary analysis of SACMEQ data on gender and participation rates in the region
§Identify key indicators and draft TORs for a broader evaluation of gender issues in the region in collaboration with the Education Specialist for Gender and Education.
§Gather data on teacher deployment patterns across the region to lay the foundations for evidence based advocacy to enhance equitable approaches to quality in the region in collaboration with UIS, SACMEQ and other key partners.
§Carry out a literature review to inform the development of a guidance note on how information can be more effectively gathered on out of school children in collaboration with the Education Specialist for Education and Emergencies.

Deliverables

§Review and feedback on the 4 OOSCI studies by end of April, 2012.
§Dissemination of SACMEQ findings on participation and learning achievement by gender by end of May 2012.
§TORs for gender evaluation complete by end of June, 2012.
§Date on teacher deployment and document on studies in this area complete by end of July, 2012.
§Guidance note on options for tracking out of school children in the region developed by end of August, 2012.
§Other assignments which may arise in relation to data analysis and documentation during the consultancy period.

Qualifications

§Advanced university degree (at least at the Master’s level) in education, social sciences, development studies or another related field, including statistical analysis and research.

Experience

At least five years experience in education, including two years working in education in developing countries in education programming, including data analysis, and support for documentation.
