Financial Management Specialist

The International Fund for Agricultural Development (IFAD), is a specialized agency of the United Nations. IFAD’s goal is to empower poor rural women and men in developing countries to achieve higher incomes and improved food security. The IFAD Country Office in Vietnam is in the process of looking for a financial management specialist to participate in supervision missions in 2012

Under the direct supervision and guidance of Country Programme Manager (CPM) and Team Leader, the Financial Management Specialist would be responsible for reviewing and recommending modification if needed of the following:
– Revise financial projections for the period from now to programme completion;
– Look at the alternatives of accelerating the pace of financial progress without sacrificing quality and learning to achieve higher rates of expenditure;
– Make recommendations for simplification of flow of funds;
– If needed, make recommendations for opening up new areas of expenditure, justified by and closely tied to the objectives of developing sustainable, pro- poor enterprises;
– Review of financial management procedures, identify weaknesses and ways for simplification of procedures;
– Ensure fund release procedures are clear at all levels;
– Review the Withdrawal Applications (Was) and documents retained under SOE;

Review contract log information
– Review accounting and internal control procedures to ensure that the assets of the programme are properly safeguarded;
– Review programme and programme accounting books and records, including any general ledger and subsidiary ledgers, and ensure proper and adequate documentation to support the programme’s transactions;
– Ensure that the auditing requirements of the programme and review audit report are satisfied as required by IFAD;
– Review capacities at provincial, district and commune levels, and propose capacity building, if needed;
– Work out appropriate organisational structure and arrangements, financial and human resources for financial management;
– Update the Letter to the Borrower.
– Any other tasks given by the CPM and team leader.

Outputs:
– Section in the main report of the aide memoire
– Appendix 3 pertaining to disbursements by category, component and financing source
– Appendix 8 pertaining to audit log

Qualifications: The applicants should have university degree, (preferably advanced degree) in accounting, finance and administration; at least seven years of work experience in financial management with international development organization; ability to establish effective working relationship in the multicultural team environment; ability to work independently as well as a good team worker; networking, interpersonal, analytical and organizational skills; resourcefulness, initiative and maturity of judgment; and demonstrated willingness to work as part of a team; fluency in English. The applicant should be able to avail of his/her time to go to the provinces for at least 10 days continuously.
